It includes several links to the FOIA documents from the US State Department. For people working with Agencies and Provinces that were involved with such horrifying practices this information about how systemic the corruption was in Vietnamese adoptions was will be devastating.
For those of us in Countries that are still allowing adoptions from Vietnam (and are approved by Vietnam to continue), who have full and complete faith in our Agencies, their staff and affiliations, as well as the competence of the officials in Vietnam, this document strikes fear in our hearts...just as Vietnam is making concrete steps towards joining the Hague, this type of fear-mongering is nerveracking.

This article is being discussed on one of the listservs I belong to and there is a suggestion to read the comments that are attached to the article, not sure if it is on the site you post....however the comments relate to the fact that the article is not as accurate as it suggests or should be, as in it seems all the responsibility is placed on Vietnam, and non on the unregulated adoption industry in the USA..........j
